What this is

A concise, fill‑in‑the‑blank package that the contractor submits in response to a commercial RFQ (Request for Quotation). It gathers all required pages – price, technical description, and compliance statements – into one PDF that meets the solicitation’s formatting rules.

When you need it

  • Acquisition lane: Commercial products/services RFQs (FAR Part 13) issued under a sealed‑bid or simplified acquisition process.
  • Stage: Final submission package after you have completed the price narrative, technical description and any required certifications. Mandatory for all commercial‑RFQ offers.
  • Regulation reference: FAR Part 13 (simplified acquisition) – see S2; Instructions to Offerors—Commercial Products and Services – see S15.

How to fill it in

  1. Gather solicitation requirements – Locate the RFQ’s Section L (evaluation criteria, page limits) and Section M (technical factors). Note any mandatory forms or certifications listed.
  2. Complete the price table – Use the “Price Narrative” section of your cost model to fill the line‑item pricing matrix. Do not include any unpriced CLINs; leave them blank with a “[PLACEHOLDER]”.
  3. Technical description – Summarize how your product meets each functional requirement. Keep it under the page limit stated in the solicitation (if none, use “[CHECK SOLICITATION]”).
  4. Compliance statements – Insert the standard FAR 52.212‑1 commercial compliance checklist (see S15). Mark “Yes/No” for each clause; if a clause does not apply, write “N/A”.
  5. Signature block – Include the contractor’s authorized signatory name, title, date, and SAM registration number.
  6. Package assembly – Convert all sections to PDF, merge in the order: Cover Sheet → Price Table → Technical Narrative → Compliance Checklist → Signature Block.
  7. Final check – Verify:
  8. All required pages present (cover, price, technical, compliance, signature).
  9. Page count does not exceed any limit stated in the solicitation.
  10. All dates are current and SAM registration is active.
  11. File name follows the solicitation’s naming convention (e.g., RFQ1234_QuotePackage.pdf).
