Compliance Matrix Template

What this is

A one‑page traceability table that maps every solicitation requirement—clause, Section L or M item, and SOW/PWS element—to the corresponding volume/page in your proposal where it is addressed.

When you need it

Mandatory for any competitive acquisition (sealed bid, negotiated, simplified, commercial, or Schedule) that includes a technical/price evaluation (Section M). Use early in the proposal drafting stage to keep page limits under control and ensure no required clause is omitted.

How to fill it in

1. List requirements – Pull every clause reference from the solicitation (e.g., FAR 52.212‑1(f), 52.215‑1, 15.305) and each SOW/PWS line item.
2. Identify proposal volume – For each requirement note the volume name (Technical Volume, Price Volume, Past Performance, etc.) and the exact page number where you address it. Use placeholders like [VOLUME] and [PAGE] until the final document is paginated.
3. Add cross‑references – If a single paragraph satisfies multiple clauses, list all clause IDs separated by commas in the same row.
4. Check completeness – Verify every solicitation requirement appears at least once; missing rows trigger a compliance failure.
5. Update after page count – Once the final proposal is assembled, replace [PAGE] placeholders with actual numbers and ensure no volume exceeds its page limit (see solicitation Section L).
