When you need it
- Any solicitation that requires an offer – sealed bid, negotiated, simplified acquisition, or commercial award.
- Mandatory for all offers; without a current REPs & Certs package the offer is automatically rejected as non‑compliant (FAR 52.204‑8).
How to fill it in
- Log into SAM.gov – use your entity registration number (SAM ID).

- Navigate to Representations & Certifications under the Entity Management tab.
- Review each certification question. For each:
- Answer Yes/No exactly as it applies to your business.
- If Yes, provide the required supporting documentation (e.g., SBA size‑standard verification, compliance certificates).
- Save and download the completed REP & CERTS PDF from SAM – this is the file you attach to every offer.
- Record the version date on the PDF file name (e.g.,
RepsCerts_2026-07-30.pdf). - For any solicitation‑specific certifications listed in the Solicitation Provisions section, repeat steps 3‑4 and attach those additional statements.
