What this is

A concise narrative describing the contractor’s organizational structure, communication plan, risk management strategy, and schedule‑management approach. It explains how the team will coordinate, monitor risks, and keep the project on track.

When you need it

Required for most acquisition types—sealed bid (IFB), negotiated (RFP), simplified acquisition (RFQ) and commercial‐services procurements—when the solicitation asks for a management approach in Section L (technical volume) or when evaluating under FAR 15.305 criteria. It is mandatory unless the solicitation explicitly waives it.

How to fill it in

  1. Identify the solicitation requirements – locate the Management Approach paragraph in the solicitation’s Section L or attached Statement of Work. Note any specific risks, milestones, or reporting formats required.
  2. Describe your org chart – provide a short hierarchy (Key Personnel, Project Manager, Technical Lead). Use a simple bullet list; include each person’s role and relevant experience.
  3. Communication plan – state the frequency and method of status reports (e.g., weekly written report + bi‑weekly conference call) and the primary point of contact for the contracting officer.
  4. Risk management – list top three project risks, mitigation actions, and responsible staff member. Reference the Risk Management Plan if required by the solicitation.
  5. Schedule‑management – outline how you will develop a detailed schedule (e.g., using a Gantt chart), track progress, and handle changes; mention any earned‑value or milestone tracking tools you will use.
  6. Tie to solicitation – cite the specific clause numbers (e.g., FAR 52.212‑1(f) for timeliness, FAR 15.305 for evaluation) that make this narrative a compliance gate.
