Quality management plan
What wins points
A clear, ISO‑based quality management approach linked to Article 42 and demonstrating measurable outcomes (e.g., defect rates) shows competence and can earn high scores under award criterion Article 67.
What gets bids disqualified
Missing references to required specifications or certifications, or providing a vague plan, leads to exclusion under the relevant grounds and rejection at selection.
Evaluator's view
Check that each quality requirement from the tender is explicitly mapped to your QMS and that concrete metrics are provided.
Quality management plan
What this is
A concise description of how you will ensure the quality of deliverables throughout the contract, including processes for monitoring, testing, certification and continuous improvement.
When you need it
Required for contracts where the tender documents call for a formal quality assurance approach (e.g., construction works, IT systems, engineering services). It is typically mandatory when award criteria include technical merit or quality aspects under Article 67.
How to fill it in
- Identify the relevant quality requirements in the contract specifications (see Article 42 of Directive 2014/24/EU).
- Outline your quality management system (e.g., ISO 9001) and how it maps to each requirement.
- Provide any certifications, accreditations or past‑project references that demonstrate compliance.
- Describe monitoring activities, test plans, acceptance criteria and corrective actions.
- Specify responsibilities, resources and timelines for quality reviews.
