What this is

A concise description of the overall project schedule, milestones, deliverables and any associated EU‑funded or public programmes that underpin the procurement. It shows how the contract fits into a broader plan and why the timing and sequencing are appropriate.

When you need it

Required for complex contracts where the contracting authority asks for a work breakdown structure, timeline, or references to an R&D / innovation programme (e.g., Horizon Europe). Usually mandatory in the selection stage when strategic planning is part of the evaluation criteria.

How to fill it in

  1. Identify the overall project phases (planning, design, execution, hand‑over).
  2. List key milestones with expected dates and responsible parties.
  3. If the contract is linked to an EU or national programme, give the programme name, reference number and any funding amount.
  4. Explain how each milestone aligns with the technical specifications (Art 42) and procurement timeline in the prior‑information notice (Art 48).
  5. Use a simple table or Gantt‑style list; keep it to one A4 page.

What wins points

Demonstrate clear alignment of your schedule with the authority’s strategic objectives and show measurable deliverables. Cite recognised standards, certifications or programme milestones that can be independently verified – this signals reliability and reduces perceived risk.

How this gets you disqualified

  • Omitting required milestones or ignoring referenced programmes breaches Article 48‑related planning obligations and can lead to exclusion.
  • Failing to reference the technical specifications (Art 42) or providing an unrealistic timeline may be deemed non‑compliant, triggering exclusion under Article 57.
  • Missing signatures or dates on the plan renders it incomplete and grounds for rejection.
