A visual representation of the contractor’s organisational hierarchy, showing key teams, roles, reporting lines and responsibilities relevant to the contract.
When you need it
Required during the eligibility check phase for most public contracts that involve complex delivery or where the contracting authority must assess the bidder’s capacity to organise the work. It is usually mandatory for framework agreements, dynamic purchasing systems and any procurement with a value above the EU thresholds (see Article 4 of Directive 2014/24/EU).
How to fill it in
- Identify all functional units that will be involved in delivering the contract (e.g., project management, engineering, finance, legal, support).\
- List the key personnel for each unit, their role and a brief description of responsibilities.\
- Draw reporting lines – who reports to whom – using a simple org‑chart tool or even a Word/PowerPoint diagram.\
- Include any sub‑contractors that will perform core activities and show the link to your internal team.\
- Attach the chart as an image (PDF, PNG) and reference it in this section.
