What this is
A concise, one‑page curriculum vitae for each key person (project manager, technical lead, etc.) that the contracting authority requires to assess suitability under the selection criteria.
When you need it
Needed during the pre‑qualification or qualification stage when the tender documents ask for evidence of the qualifications, experience and professional competence of individuals who will be responsible for the contract execution. This is typically required before the formal tender submission.
How to fill it in
- Identify required key persons – list each role stipulated by the tender (e.g., Project Manager, Lead Engineer, Health & Safety Officer).
- Personal details – full name, professional title, contact information (email, phone).
- Relevant qualifications – degrees, certifications, licences directly related to the contract scope.
- Experience – for each role, provide at least two recent projects of similar size/value; include client name, contract value, duration and a brief outcome.
- Roles & responsibilities in this tender – describe what the person will do, linking tasks to the required qualifications.
- Professional memberships / recognitions – optional but strengthens the CV.
- Declaration – a short statement confirming that the information is accurate and up‑to‑date.
All information must be taken from the contractor’s internal records or the tender pack; where figures are missing, write “check tender documents”.

- Demonstrating that each key person meets the selection criteria set out in Article 58 (selection criteria) – e.g., specific technical expertise, relevant experience and proven capacity.
- Quantifiable project outcomes (e.g., delivered a €5 M IT system on time and within budget) show concrete competence.

How this gets you disqualified
- Omitting a key person where the tender explicitly requires one, or providing insufficient detail, can trigger exclusion under Article 57 (exclusion grounds) for non‑compliance with mandatory requirements.
- Supplying false or unverifiable qualifications may be treated as fraud and lead to immediate disqualification and possible sanctions.
- Failing to attach a CV for each required role results in an incomplete submission, which the contracting authority can reject outright.
