What this is

A set of documents proving that the economic operator has sufficient economic and financial capacity, including an appropriate level of professional risk indemnity insurance, as required under Article 58 of Directive 2014/24/EU.

When you need it

Required during the eligibility verification stage (pre‑award) for most public contracts. It is normally mandatory unless the tender expressly states otherwise.

How to fill it in

  1. Gather your latest annual accounts and turnover figures for the last fiscal year.
  2. Identify the portion of turnover that relates to the subject matter of the contract.
  3. Calculate the assets‑to‑liabilities ratio from the balance sheet.
  4. Obtain a bank reference or solvency statement confirming the above figures.
  5. Secure a professional risk indemnity insurance certificate covering the required amount (often expressed as a percentage of the contract value) and note its validity period.
  6. Attach the supporting documents (annual accounts PDF, bank reference PDF, insurance policy PDF).
