Equality, diversity and inclusion policy

What wins points

Providing a recognised equality, diversity and inclusion (EDI) policy—such as compliance with Council Directive 2000/78/EC—or a robust internal EDI framework linked to Article 62 demonstrates mandatory compliance and can earn qualitative points under award criteria (Art 67).

What gets bids disqualified

Missing an EDI policy or providing an outdated/irrelevant document, or failing to cite the EU non‑discrimination principle when required, leads to automatic disqualification.

Evaluator's view

Ensure the policy name, version, reference number and validity dates are present; attach the full document; include a clear compliance statement referencing Article 62 of Directive 2014/24/EU and the relevant equality directive (E003).

Equality, diversity and inclusion policy

What this is

A concise template for contractors to demonstrate how they will ensure equal treatment, non‑discrimination, and promote diversity in the execution of a public contract.

When you need it

Use this when the tender documents require evidence of an equality, diversity or inclusion (EDI) policy, or when the contracting authority cites the EU principle of non‑discrimination as a mandatory requirement. It is typically obligatory for contracts where social objectives are part of the award criteria (Art 67).

How to fill it in

  1. Identify the exact EDI requirement(s) stated in the tender (e.g., compliance with Council Directive 2000/78/EC, a specific equality plan, or diversity targets).
  2. State the name of the policy and its reference number or version.
  3. Attach the full policy document or an executive summary.
  4. If no formal policy is required, describe the concrete measures you will implement (e.g., recruitment diversity targets, anti‑harassment training, reasonable‑accommodation procedures). Reference the clause in the tender that permits this evidence.
  5. Confirm that the information is current for the contract period and that it aligns with the EU principle of non‑discrimination.
