What this is
A brief covering document that accompanies your tender submission, introducing the bidder and summarising key points. It confirms receipt of required forms and declares compliance with the procurement rules.
When you need it
Required at the submission stage for most public contracts, especially when the contract notice asks for a "letter of transmittal" or similar. It is usually mandatory in the tender pack's submission checklist.
How to fill it in
- Insert the contracting authority’s name and reference number.
- State your company name, address, and contact details.
- List the tender title and reference (as given in the call for competition).
- Confirm that all required documents (ESPD, technical specifications, price schedule) are attached.
- Declare that you meet the eligibility and selection criteria set out in Article 57 and Article 58 of Directive 2014/24/EU.
- Sign and date the letter.

While the cover letter itself is not scored, a well‑structured one shows administrative competence and helps the evaluator locate your documents quickly, reducing risk of procedural errors that could lead to disqualification under Article 57 (exclusion grounds).
