When you need it

Use for any solicitation (sealed bid, negotiated, simplified acquisition, or commercial) where an offer must be prepared after the deadline to read the solicitation. It is mandatory for all offers; failing to follow these steps results in automatic disqualification.

How to fill it in

  1. Read the solicitation (Section L) – locate the Instructions to Offerors section and note any page‑limit, submission‑time, and formatting requirements.
  2. Confirm SAM registration is active – go to SAM.gov and verify your entity registration status (S21).
  3. Gather required reps & certs – ensure all representations in FAR 52.204‑8 are up‑to‑date; export them as a PDF.
  4. Prepare the first page – per FAR 52.215‑1, the outer wrapper must show:
  5. solicitation number
  6. offeror name, address, telephone and fax (if any)
  7. title of the proposal
  8. Assemble the technical volume – follow the solicitation’s outline; keep each section within the page limit stated in Section L. Use placeholders like [PLACEHOLDER] for values that vary per solicitation.
  9. Create the price schedule – use the format required by FAR 52.215‑1 (price or fee schedule) and attach any pricing tables.
  10. Apply electronic signatures – if the solicitation allows e‑sign, add a certified digital signature; otherwise sign a hard copy of the cover page.
  11. Package the offer – place all required documents inside a sealed envelope (or secure zip file for electronic submissions) labeled with the solicitation number and deadline time.
  12. Submit before the deadline – deliver to the Government office listed in the solicitation. If no exact time is given, the default receipt time is 4:30 p.m. local time (FAR 52.212‑1(f)).
