When you need it
Use for any competitive acquisition (sealed bid, negotiated, simplified) where the solicitation includes detailed technical requirements (Section L) and evaluation factors (Section M). It is mandatory when the solicitation requires a matrix; optional but highly recommended for all others to avoid missing a compliance gate.
How to fill it in
- Gather source documents – download the full solicitation; locate Section L (requirements), Section M (evaluation factors), and any PWS/SOW clauses.
- List each requirement/factor – create a row for every L‑instruction, M‑factor, and clause that must be addressed.
- Identify proposal sections – for each row, note the exact page or section title in your draft where you comply (e.g., Technical Approach – Section 2.1).
- Cross‑reference FAR clauses – add a column with relevant FAR citations (e.g., FAR 52.212‑1 for offeror instructions, FAR 15.305 for evaluation). Use the official text as guidance; do not fabricate page numbers.
- Verify completeness – run a checklist that every L and M item appears at least once in your matrix.
- Lock it down – keep the matrix as an appendix to the proposal; reviewers will scan it first for compliance before scoring.
