- For every mandatory requirement (e.g., certifications, representations), record where in the solicitation it appears (clause number) and copy the exact wording into your draft Compliance Checklist.
- Move to Section M (Evaluation Factors). List each factor, its description, and any stated weighting language. Do not invent numbers—simply note evaluation factor described in § M‑1.
- Cross‑reference the Compliance Checklist with your draft proposal. Any missing item = automatic gate failure.
- Verify page limits and formatting rules (font size, margins) from the clause “Page Limit” in Section L; insert a placeholder in your document:
